In my opinion, the difference between 'Curious' as a flaw and 'being a PC' is the amount of thought you put into things before you work to find out about the interesting shiny.
A PC and a Curious PC see a big red button. Both want to know what it does.
A PC will try to find someone who can tell him what it does. He will try to find and read a manual, or get a schematic of the device with a big red button.
A Curious PC will push the big red button.
Curious is a flaw, for PCs, because it represents a *reckless*, *dangerous* level of curiousity.
